Instructions
- Line a 9×9 inch baking pan with parchment paper, leaving an overhang on the sides, and grease lightly.
- In a medium bowl, whisk together the flour, cocoa powder, and salt until no lumps remain.
- In a large mixing bowl, beat the softened butter and granulated sugar together until light and fluffy (about 2-3 minutes).
- Add the eggs one at a time, beating well after each addition, then add the vanilla extract. Scrape down the sides of the bowl.
- Gradually add the dry ingredients to the wet mixture on low speed until just combined. Do not overmix. Fold in the mini chocolate chips.
- Pour the batter into the prepared pan and spread evenly. Tap the pan to release air bubbles.
- Chill the base in the refrigerator for at least 1 hour until firm.
- While the base chills, beat the frosting butter until creamy. Add powdered sugar, mint extract, vanilla, and salt. Beat until fluffy, adding heavy cream one tablespoon at a time until spreadable.
- Spread the mint frosting evenly over the chilled brownie base.
- Return the pan to the refrigerator for at least 1 more hour until the frosting is firm.
- Lift the brownies out using the parchment paper and cut into 16 squares. Serve chilled.

For a gluten-free version, swap all-purpose flour for a 1:1 gluten-free flour blend. Ensure butter is softened but not melted for the frosting to avoid grease. The brownies taste better the next day as flavors meld. Do not freeze with frosting on as it may separate.
